really was an inspiration to my generation. when president obama addressed the congress about the health care bill, the great unfinished business of our society, he quoted senator kennedy in that regard, and about the character of our country. this was a letter written by senator kennedy to be open by the president when he left office. the president quoted from that letter. in the letter, and the president did not say this, modesty prevented him from doing it, senator kennedy also said, i entered public life with a young president who inspired a generation and the world. as i leave, i have great hope, because we have another new, young president who inspires another generation, and on behalf of america, inspires the world. he talked about the confidence he had that the president would pass health care reform, because he understood it was not just about the provisions, but it was about social justice in our country and about our future prosperity. so this inspiration of president kennedy and the kennedy family continues to inspire, and all of you have the opportunity to participate in the

that is the prosecution was moving ahead more or less when we received the executive order from president obama, which is at tab 3 of our condensed book. this was signed just a couple days after president obama's nothing else. -- inauguration. there's a number of things in this order to note. firstly, if you look at page 5, and that's referring to our own numbering in the top corner of all these pages, you'll see president obama ordered that guantanamo shall be closed by one year from the date of this order, which would be january 22nd, 2010. and the remainder of this executive order essentially initiates a review process to review all of the detainees in guantanamo including mr. khadr to decide what is going to be done with each and every one you have them essentially. options include a prosecution in the federal courts in the united states or a continued military commission prosecution or release or repatriation, various other options. if you look at section 5, which is on page 7, you'll note that part of this process involves diplomatic efforts that is negotiations with foreign countries to try to

budget office, the inflation rate for these bills is 8% per year. now president obama says we have to have reform because costs will double in 10 years if we do not. as it turns out, what the reform that we've been presented costs more than double in 10 years. at a minimum, reform should not cost more than status quo. but actually it does. and if we don't control costs, we know that if we don't control costs, access is denied. now, we can always make that up by increasing taxes, but when you start off with a bill which increases taxes by $730 billion, it doesn't leave a whole lot of room, mr. speaker, for increasing taxes anymore. at some point your increased taxes drive up cost which decreases access which means you have to spend more and you increase taxes even yet more. it's not wise public policy. so in closing i'll yield back after saying that i think our republican alternative concentrates the power with the patient. it is patient-centered and empowering the patient. we can trust that with the bill before us which -- we contrast that with the bill before us which con traits p

the mother of all unfunded mandates. democrats continue to ignore this evidence. i asked president obama three separate times since july to sit down and talk about the health care bill and what i know the effects to be. yet i've received no call from the white house. it's one thing to disagree with the evidence that undermines the premise of the reform yao pushing. but it's not even to consider that it's unbelievable. so here we are today with a health care bill that's over 2,000 pages. it's loaded up like a christmas tree of special interest provisions. sanitation facilities for indian tribe, biofuel tax credits. nutrition standards for chain restaurants. and references to pizza and doughnuts all made it into this bill. but somehow, democrats could not come up with a real solution for medical malpractice reform except to try to protect trial lawyers' share of jury awards. the reforms being proposed make the current system worse. this bill taxes everyone and everything. i taxes medical devices, taxes individuals who choose not to purchase insurance, drives up premiums for those who don't
